Window cleaners

Scotland
A window cleaner’s licence is required for carrying on the trade of, or being employed as, a window cleaner in Scotland (Civic Government (Scotland) Act 1982).

Tacit consent: it appears that (at least some) local authorities apply tacit consent after six months.

The Scottish Licensed Window Cleaners Network is an independent network promoting the interests of licensed window cleaners in Scotland.

Criminal enforcement
It is an offence to do without reasonable excuse anything for which a licence is required under Part II of this Act, and to fail to comply with a condition attached to a licence, punishable on summary conviction to a fine not exceeding level 4 on the standard scale. A licence may be suspended or revoked on conviction of such offence. There is a due diligence defence and provision for Director’s criminal liability.

There is a right of appeal to the local Sheriff's Court.
